This is: an incredibly fresh Scott American stamp album, 1946 edition. The cover looks virtually new because it was covered with a paper dust cover (which is included) all these years. That's why it is so bright.
The great thing about this album is this - because it was produced just after the war ended, the first few pages are for War Savings and Defense Postal Savings stamps and booklets! Later editions of this album do not have that. The album includes all back-of-the-book pages as well.
It was used, but just barely, and the cover and pages are incredibly fresh. Some pages have hinge residue from where hinges were removed, but you can cover them up with new stamps. The pages are incredibly fresh for an album issued more than 70 years ago.
